I am trying to get my headless Factorio instance to run with mods, how do I go about doing this? Is there a special folder that they need to go in so that they will be detected when server is started?

Problem Description: Cannot get factorio instance to register/ install mods
Actions taken to resolve so far: Created a mods folder in root directory using the file manager, however, no matter which / how many mods I put in, the instance is started without mods.
