Issue browsing with File Manager using windows build

OS Name/Version: Server 2016 datacenter

Product Name/Version: AMP 1.9.3.0 'Lapetus' and AMP 1.9.5.4 'Lapetus'

Problem Description: can only see the root directory for all instance.

Steps to reproduce: click on file manager then click on any folder

Actions taken to resolve so far: install as user "AMP" gave folder access to everybody
