Hi, I saw in the console I was getting an error on startup, the server still booted and ran ok. [20:44:18] [main/WARN]: Failed to parse resource pack prompt 'A resource pack is required to connect to this server.'
I searched and found someone suggesting using this formating: {"text":"A resource pack is required to connect to this server."}
I put this in the settings/config/server settings/resource pack prompt field and it fixed up the issue.
Not sure if this is something I did or if you can fix it on the next release.
