Server 2019 Factorio unable to update/install/start

Dedicated VM on VMware for ADS, fresh install. I can create the Factorio instance within ADS, but it looks like its unable to login to steam to pull the Factorio executable.

Google/Searches haven't really yielded me much in terms of this. I've tried:

Do you own the game on the steam account you're giving to AMP?

I do, yes.

I should be clearer, the "Updating Factorio Server" dialog box (pictured) never completes and the console never shows anything after the initial username used to login to steam.

I've verified that when using the same windows user account and running steamcmd.exe, I am able to login with the credentials. Steamguard is enabled. Is there a possibility that is the issue?

AMP is aware of steam guard and will prompt you for a code. Try wiping the steamcmd directories inside that AMP instance and hitting update again.
